Marilyn Kelly was elected as Circuit Clerk of Bolivar County in November 2007, and began her first term in January 2008. A veteran of the U. S. Air Force with specialties in medical and financial administration, Mrs. Kelly has served over 14 years in both civilian and military administration capacities with more than 10 years in Mississippi state agencies.

Marilyn is committed to the pursuit of excellence. Having received a degree in Computer Science from South Alabama Community College along with a Bachelor and Masters degree in Business Administration from Delta State University, Mrs. Kelly’s primary goals are to improve the services offered to the citizens of Bolivar County and to establish an efficient operation within the Office of the Circuit Clerk.

Under her direction, multiple programs have been initiated to improve the efficiency and effectiveness of operations including:

  • Implementation of an Elections and Voting website to provide citizens of Bolivar County a single source for accessing specific information related to their elections, voting precincts, and registration processes
  • The use of on-line fillable forms to improve voter registration administration and data quality
  • Mainstreaming the use of Court Case Management Systems to drive efficiency in the storage, retrieval, and dissemination of court case information
  • The re-evaluation of clearinghouse processes and financial management in an effort to improve the county’s audit performance
While stationed in Europe with the Air Force, Marilyn met her husband, Randall Kelly (US Army veteran), who is currently a teacher with the Mound Bayou School District. Marilyn is a resident of Cleveland and Church Secretary for White Zion Missionary Baptist Church in Mound Bayou.
